Why the EU should join the Open Government Partnership

Abstract Summary
The cornerstones of the OGP (openness, transparency, accountability and civic participation) are major challenges facing the European Union today, which is not yet a member of the partnership. Commitments have been made by EU leaders towards open, participatory and accountable EU governance, but implementation has often been incomplete or not communicated in a meaningful way to the general public. Also, the structures and processes within the EU institutions are difficult for citizens to understand, and there is a widespread perception of a lack of transparency and accountability. At the same time, there have been a number of important reform processes on EU-level, first and foremost the transparency initiative of the EU Commission. Calls for more transparency, accountability and openness of the EU decision-making process keep getting louder, particularly in light of the current Brexit debates. Taking this fact into consideration, it seems high time for the EU to reclaim its position as a leader in the area of transparency, openness and accountability and join the OGP.
