Opening useful and not just usable data

Abstract Summary
Working on the open government reform in difficult context we repeatedly ask ourselves two things: how to ensure to pick our battles and how to ensure that the little we get really counts. To that end I have been writting a series of blogs with very practical, experience driven advice for the civil sector on how to get the best out of their governments, in context where not much can be taken for granted. In this blog I will examin the pitfalls of the trend of open data being the easiest but sometimes the most dangerous open government policy to push. The blog gives a list of steps in order to ensure avoiding three open data pitfalls: 1. using the market value of open data as the only motivation/legitimacy - defining data as public not commercial good 2.hiding social and political change behind tech change - the technophilia of our time 3. government centric data supply rather than demand driven policies and processes. The aim of the blog is to analiyse the open data failours in the region, to learn from them and provide concrete yet open ended checklists for open government and open data enthusiasts on the ground pushing for change.
